Objective
The EU faces rising geopolitical risk, democratic tensions, uneven industrial performance, and budget constraints; in this context, fairness and competitiveness must advance together. EU FAIR TECH will evaluate how Personalised Data-Driven Technologies (PDDTs) broaden equitable access to essential services while strengthening industrial performance. PDDTs are end-to-end, standards based socio-technical systems that turn personal and contextual data into tailored decisions via interoperable data layers, trustworthy AI, and ethics-by-design governance. In addition to gathering evidence on the needs of citizens and communities via surveys, interviews and focus groups and examining the legal and ethical issues arising from PDDTs use in these sectors, 3 pilots in healthcare, agri-food, and energy will generate rigorous empirical findings and scale-up playbooks for policy-aligned, replicable deployment of PDDTs. In health, we target personalised diagnosis and care for rare diseases; in agri-food, precision and traceability through organic certification processes; in energy, citizen-centred optimisation for local energy communities. The results will provide the foundation for evidence-based policy options, which operationalise fairness-by-design, incorporate AI teaming solutions, expand access for underserved groups, while supporting cohesion and social inclusion, alongside productivity and innovation. The project is highly interdisciplinary and intersectoral: sociology, psychology, law, ethics, and economics are integrated with data science and domain specialisation (medicine, food systems, energy), bringing together 9 academic institutions and 4 SMEs. Proven MSCA experience, high scientific track records and high-quality infrastructure of the Consortium ensure delivery of the project’s objectives. EU FAIR TECH advances the state of the art and lays the groundwork for future R&I and entrepreneurship, translating data into public value and competitive advantage for Europe.
