Objective
EOSC Track II sustains, evolves and prepares the handover of the EOSC Open Science Observatory, the policy intelligence tool that delivers FAIR, analysis-ready evidence on Open Science and EOSC implementation across Europe. Built under EOSC Future and consolidated under EOSC Track, the Observatory is a production-grade service used by the EOSC Steering Board and the EOSC Tripartite Governance to monitor policies, practices, and the impact of Open Science at the European and national levels, and to feed the ERA monitoring mechanism. Continuity matters: the EOSC Federation is in its early operational phase, the EOSC monitoring framework is still being aligned with the ERA monitoring mechanism, and the FP10 negotiation is reshaping the post-2027 governance, and the monitoring evidence base must remain available without interruption across that transition. EOSC Track II ensures this continuity by pursuing four interlocking objectives: (1) operate, maintain and continuously improve the EOSC Open Science Observatory service; (2) evolve the Monitoring Framework, run the annual Survey to National Contribution to EOSC and Open Science, and engage in dialogue on alignment with EOSC Federation, EOSC Partnership and ERA monitoring as well as UNESCO, OSMI, OECD and national Open Science monitors; (3) build adoption by engaging the Open Science monitoring community, embedding the tool with EU and Member State decision makers, and positioning it internationally; (4) prepare, and where possible execute, the handover of the Observatory to the future EOSC governance arrangement. The result is a monitoring instrument that stays continuously available to its users, coherent with related European and international monitoring exercises, and ready to move to a permanent home within the future EOSC governance arrangement.
