Separating the intensity of transport from economic growth

Objective

The study will identify measures to allow economic growth to continue while minimising the environmental and other negative impacts from transport. Firstly a questionnaire instrument will be used to collect current and innovative means from a wide section of professionals within Europe. 3 Panels will then be convened comprising the most promising respondents, plus other, invited experts, who will be tasked with identifying further innovative means, and assessing the technical feasibility and likely success of the measures.

These will be further appraised using a framework encompassing various performance indicators (environmental, economic, distributional etc), taking into account the likely timescales of impacts, and secondary responses to primary stimuli. Further consultations will be undertaken with representative from industry and commerce to provide an important reality check on the measures. A shortlist of promising measures will be reported.
