TURTLE is a real time public information system which has as its main focus the needs of disabled and elderly people. TURTLE demonstrates that developing telematic services around the functional requirements of disabled and elderly people makes good commercial sense, provides a service that is accessible to all, and has quantifiable social and economic benefits for the entire community.
TURTLE provides a model for the development of public information services. It is based on existing technologies and communication infrastructures. It uses system platforms which are already widely available and used (teletext television and PCs), and provides a low cost method of providing information to people's homes. The information is presented in a way which ensures that it is as accessible as possible to disabled and elderly people.
TURTLE provides a method to develop common information areas at the local level. It enables public bodies to make their information available to consumers, and have the cost of information collection, storage and dissemination underwritten by business.
