TRANS - EUROPEAN LANGUAGE RESOURCES INFRASTRUCTURE INFORMATION

Objective

TELRI will create a viable infrastructure between leading European language and language technology centres in order to provide a platform for industry, research institutes and universities and to supply the NLP community with precompetitive/public domain monolingual and multilingual language resources. These resources are: corpora, machine readable dictionaries and lexica, lexical data bases, and software tools for the creation, re-use, maintenance, valorisation and exploitation of linguistic data (lingware).

The work packages for the creation of this infrastructure are:

WP (1) TELRI User Group and Advisory Board Coordination Establishment of an Industry User Group, made up of commercial users from each country representing relevant segments of language industry. TELRI partners and their respective User Group members will engage in joint activities. In TELRI seminars user profiles and joint activities will be presented. Also, a Research Advisory Board, where related institutions and projects can become members, will be established.

WP (2) Documentation, Dissemination, Assessment, Service A knowledge database on language resources, lingware, relevant literature and projects, organisations and activities will be created. The performance of specified lingware (corpus alignment software, taggers, homograph disambiguation software) will be assessed. A quarterannual newsletter in electronic and printed form will be published. Participants' service facilities will be integrated in the joint TELRI service pool. The TELRI seminars, also open to external participants from the NLP community, will work as dissemination platforms to present TELRI participants and their activities and establish cooperation between research and industry.

WP (3) Networking and Linking Creation of a special electronic TELRI Network for exchange with and access to each partner's language resources and pooling, integrating and coordinating links with relevant institutions, organisations and projects.

WP (4) Organising Joint Research Establishment of a generic software platform for corpus research for all TELRI participants, especially for cooperative research on homograph disambiguation in multilingual corpora.

WP (5) Defining User Needs and Designing Permanent Infrastructure Establishing a survey-based definition of user needs of the NLP community and creating a design of a permanent Trans-European Language Resources Infrastructure as an extension and complementation of the European Union infrastructure.
It is the goal of this Concerted Action to lay the foundation for TELRI as a permanent, largely self-sustaining and efficient organisation aimed at serving the needs of the European NLP community.
