SPILL RESPONSE EXPERIENCE

Objective

On 13 Nov. 2002 the Bahamian-flag tanker PRESTIGE ran into trouble during a storm 34 km off Cape Finisterre and began to leak its cargo of 77, 000 tonnes of oil. After drifting for six days along the coast, the tanker broke in half about 225 kilometres off shore, having spilled about 11, 000 tonnes of oil. Several hundred kilometres of coastline were coated in oil sludge by the disaster, especially Galicia but also Asturias, Cantabria and Basque country in Spain as well as several departments in western France.

Objectives of SPILL RESPONSE EXPERIENCE COORDINATION ACTION-SPREEX CA are based on existing experience for response to oil spills. Objectives are as follows: identify research needs, propose clusters of existing projects included in different work programmes, generate synergies for building new projects and partnerships between authorities and regulators, end users, university and researchers.

SPREEX CA will elaborate a plan of recommendations based on analysis of four themes:
- Rolls of each party dealing with spills response.
- Oil spill response vessels (OSRV) and the equipment.
- Spill response Its.
- Environmental impacts of spills and costs.

For the analysis of each theme, a work group will be set up and three workshops will be held. A steering committee will also be set up and its members will follow the debate of the four groups and joint after each meeting of the groups. So that the steering committee will be in charge to elaborate a single document of recommendations which will be given to the relevant policy makers and other stakeholders, at national and international level. Finally, at least one conference will be hold and all partners will take part. A management team guarantees the success of the CA. This team will be integrated by persons with great experience on the EU financial aid programmes and on maritime issues. The two tasks, the administrative management and the technical advice will be carried out by different organisation.
