Specific Objectives
Specific Objectives in 2002:
- To support organisations and institutions involved in risk management, where competencies in spatial information handling and extraction and advanced modelling are required;
- To initiate and implement pilot projects on flood risk assessment according the customer needs. Specific tasks are the development of reference tools for flood risk mapping, the improvement of methods for burnt area mapping/damage assessment and the development of advanced modelling techniques for flood risk and flood damage assessment. Furthermore, a feasibility study on a European Flood Forecasting System (EFFS) will be performed;
- To perform a pre-operational testing of the developed tools and systems (EFFRFS, EFFDAS, EFFS);
- To continuously watch the potential needs in the field of Civil Protection and related other Commission initiatives (non-military crisis management of DG RELEX; ESDP of DG REGIO);
- To support the GMES initiative.
The inclusion of pre-accession countries in overall project work is envisaged to be enlarged.
Links will be established to other ongoing JRC - activities in the field of natural risk and hazards in order to achieve the maximum of synergy towards FP6 (results of the JRC internal audit 2000 were not implemented in the year 2001).

- Impact assessment of flood preventive measures Damage level maps and tables regarding forest fires and floods (on specific request).

- Bulletin about forest fire season;
- Final report on forest fire activity in FP5
- Flood risk maps for selected basins
- Flood reduction scenario studies for selected basins;
- Results on the feasibility of a European flood forecasting system;
- Final report on flood activity in FP5.
As a result of the research:
- Scientific networks;
- Scientific publications, reports;
- Modelling tools and related databases;
- Workshops on specific topics will be organised to facilitate the exchange of ideas between scientists working in this area.

Output Indicators and Impact
- As output indicators the customer and end-user satisfaction will be one of the main criteria. This criterion is directly linked to the support of existing EU legislation (6th EAP, 2nd CAP on Civil Protection, ESDP) and Commissions strategic priorities on sustainable development and enlargement;
- Deliverables to the Member-States and pre-accession countries will be taken into account;
- As a third criteria, scientific components like number of networks, number of high quality publications, recognition of scientific value and number of external positions will be used as output indicators;
- In general the media profile during FP5 of the project towards an increase of JRC visibility should be used as an indicator;
- Management of human resources during the projects lifetime should also be used as an output indicator. It is vital to have a high turnover of expert knowledge, visiting persons and students from Universities from Member-states and pre-accession countries. This indicator cannot be rated to high because the boundary conditions for recruitment are not highly influenced by the technical project work (e.g. management of SCA personal credits).
The relevant customers and end-users should rate the impact of the project results:
- The promotion of sustainable development and environmental protection are key objectives of the EU Treaty. The reference systems like the EFFRFS, EFFDAS and EFFS will contribute to the protection of the environment and its citizens (main objective of DG ENV);
- At national level the tools, developed or under development within the project, will assist long-term preventive measures of Member-States towards an improved natural disaster management.
Summary of the project
The Natural Hazards project is targeted to provide scientific and technical support (risk indicators and damage maps) for the conception of, implementation and monitoring of EU policies linked to the protection of the environment and of the citizens against floods and forest fires. Furthermore the envisaged activities will provide tools for the improvement of existing practices in disaster management during the prevention - and preparedness phase (Risk indicators development, Flood forecasting system) and after the crisis- phase (damage assessment). This will be achieved by the integration of information derived from Earth observation data and from other data sources.
Rationale
Recent local and trans-national disasters have demonstrated to the European Commission and the Member States of the European Union the paramount importance of efficient risk management. Every year European citizens experience the negative consequences of natural disasters such as floods. This was one of the reasons why the ' Safety of the Citizen ' has been selected as one of the main topics for future EU research and development activities. Enhanced risk and hazard monitoring and coordination responsibilities of EU services (DG ENV) underpin this trend. In addition European policies covering different thematic domains (like: Agriculture and Forestry domain - DG AGRI; Environmental and Civil protection domain - DG ENV and Spatial planning domain - DG REGIO) planned or already in place, are directly linked to Natural hazard related problems.
Although space technologies demonstrate encouraging potential for complementary use with non-space data and advanced modelling tools for risk management and civil protection activities, the knowledge and experience that exist within the EU is still fragmented and scattered. In many cases organizations/institutions already involved in this domain (e.g. Council of Europe-OPA; DG ENV-B4); policy makers to avert natural disasters, no focused users) are unaware of the technical possibilities of a combined approach that have been developed during the last decade and that are currently available, or they do not have the personnel or technical ability to use these facilities in an appropriate way.
