Technology in mail business re-engineering

TIMBRE (Technology In Mail Business Re-Engineering) has developed a postal processing data model; defined an architecture for process integration; specified the associated standardization requirements and prepared outline plans for pilot projects designed to test the architecture and standards in an operational environment. TIMBRE has addressed the need for concerted action on standards in order to reduce the considerable risk that technical innovations will be introduced on a piecemeal basis, resulting in major incompatibilities between the implementations of different providers and countries and reducing the achievable service level for cross-border post. The integrated introduction of the technologies involved will make possible a number of major innovations within the Postal Service, including: - tracking and tracing at both item and container level; - effective service recovery in case of wrong routing; - improved sorting plans, with sorting down to letter carrier's walk sequence; - ability to link electronically submitted customs clearance data with items requiring clearance; - more flexible working practices, with the possibility of teleworking for some staff; - new services to customers, including electronically addressed mail; tracking of submitted mail; detection of submission errors; proof of posting; fixed-date delivery and address database information services; - improved mail forwarding services, with redirection taking place early in the transport chain, rather than at the old delivery office; - possible new services, such as business reply mail processing, electronic data imaging, archiving and capture services; - proper reconciliation between service use and revenues of the Posts; - accurate statistics for calculation of Terminal Dues (the payments between Posts for cross-border delivery); - improved detection and reduction in the incidence of fraud; - efficiency improvements in postal sorting centres; - better detection and reduction in the incidence of dangerous mail (letter bombs, etc.); - optimization of transport arrangements and better management and control of transport providers; - availability of accurate data on mail flows and possibility of dynamic re-routing for optimization purposes.
