European IPPC Bureau

Objetivo

Specific Objectives:
1. To start the first round work with the technical working groups on BAT for the following industry sectors: - Surface treatments using solvents - Manufacture of Ceramics - Manufacture of specialty inorganic chemicals - Manufacture of organic fine chemicals - Production of polymers;
2. To start a new work with the technical working group on energy efficiency;
3. To begin a review of the first completed BREF on Cement and Lime;
4. To progress the work of the technical working groups on BAT for the following industry sectors: - Manufacture of Large Volume Inorganic Chemicals (Ammonia Acids and Fertilisers) - Manufacture of Large Volume Inorganic Chemicals (Solids and others) - Management of tailings and waste-rock in mining activities - Surface treatment of metals and plastics using electrolytic and chemical processes - Waste Incineration - Waste treatments (specified recovery and disposal activities);
5. To finalise the work of the technical working groups on BAT for the following industry sectors: - Smitheries and Foundries - Storage of materials - Economic and cross media issues under IPPC - Large Combustion Plant - Slaughterhouses and Animal by-product processing - Food drink and milk processing Anticipated milestones and schedule The precise schedule for the EIPPCB overall plan is dependent upon successful recruitment and retention of temporary expert staff (mostly detached national experts) in the absence of more permanent staff in the project team. However, the following milestones and associated resources are anticipated for 2003: kick off TWG meetings - final TWG meetings - ad-hoc expert invitations.

Summary of the Action:
The Integrated Pollution Prevention and Control (IPPC) Council Directive (96/61/EC) signalled an important new development in European Environmental policy-making. It provides an integrated approach to environmental regulation as a move towards achieving a more sustainable balance between on the one hand industrial activity and socio-economic development and on the other the availability of natural resources and the regenerative capacity of nature. The general objective of this action is to provide direct support to the implementation of the IPPC Directive and related EC Directives in Member States. This is necessary as a crucial element in the implementation of the IPPC Directive is the development of a series of reference documents describing in detail the 'Best Available Techniques' for different industrial sectors. Rationale The European IPPC Bureau exists to organise an exchange of information, between Member States and the industries concerned, on best available techniques (BAT). This work is required by Article 16(2) of the Directive 96/61/EC concerning integrated pollution prevention and control. The Directive is being implemented across the European Union between 1999 and 2007 by which time all existing industrial activities covered by the Directive must have operating permits based on "BAT". A particular feature of BAT under IPPC is that it addresses the environmental as a whole requiring an holistic and integrated thinking to environmental protection.
