Global approach to business process re-engineering

Objetivo

Given an existing or new business process, a typical BPR (Business Process Re-engineering) tool supports its modelling, its analysis and evaluation, and the simulation and animation of its likely behavior. Existing tools suffer from various limitations, among which: they do not allow the definition of a complete performance model; they offer a limited BPR decisions support; they do not provide support in the implementation of the re-engineered process, that is in the development and establishment of the necessary organizational, managerial and, particularly, IT infrastructures.

In this scenario, the project will define a new generation of BPR tools, capable of overcoming the above limitations, and will develop, test, validate, demonstrate and exploit a specific tool (namely GLOBE). 3 sub-results will be achieved :

- An innovative BPR support tool, providing a number of advanced features:
- Built upon a global and integrated methodological approach to modelling both Processes (organizational) functional, behavioral, informational views) and Performance (both quantitative and quantitative, and including both the key performance indicators and their relationships)
- GLOBE will rely upon state-of the art, proven methodologies for Process Modelling (namely FORO) and for Performance Modelling (namely ECOGRAI)
- Sound methodological background and on-line, active methodological support, including coherence checks and validation of the process and performance models.
- Advanced simulation, capable of handling the underlying complete Performance Model.
- Advanced analysis and decision support, i.e. explanation and justifications of the observed behavior and of the likely performance, as estimated by the system through simulation. This capability builds upon interpretation of the underlying integrated Process and Performance Models.

- An accompanying Methodology Handbook, which will define the process and performance modeling methodologies underlying GLOBE, together with tips and good BPR practices.

- An Open Model Repository, which will support the smooth evolution of a process design option, defined and selected using GLOBE, into the supporting IT infrastructure. The Project will particularly emphasize EIS (means to monitor and control the running process) and Workflow systems (means to support the process operation). The Open Model Repository will not be just a database to store process and performance models. It will also include integration middleware in the form of an Open Model Repository Access Library, which will be the mean to access these models by third-party tools.

GLOBE aims at reducing time and costs involved in BPR activities, while increasing the overall quality of the complete BPR intervention; specific objectives for GLOBE are :
- Reduction of the time and costs to analyze an existing process by at least 25%.
- Reduction of the time and costs to evaluate process (re-) design options by at least 30%
- Reduction of the time and costs to develop the supporting IT infrastructure, particularly Workflow systems and Executive Information Systems (EIS), by at least 30%.
- Reduction of the risks related to potentially wrong or ineffective process re-design options.
- Increase of the consistency between process design and IT infrastructure development.

GLOBE ease of use and the availability of active methodological support will widen the potential market, including Medium-Large Manufacturing and Service Enterprises, Management Consulting Firms and SW houses active in Workflow systems and EIS.
