In modern theoretical physics one of the major challenges is to find a theory of quantum gravity, the theory that should unify Einstein's general relativity with quantum mechanics. We propose a novel approach to quantum gravity, which is both perturbative and also independent of any choice of background space-time metric. The approach is based on the relation between general relativity and topological field theory. Being background independent it preserves all the basic features of general relativity, and being a perturbative approach it should assign a feasible calculation procedure to many physically interesting phenomena.
