Objectif
A consortium of universities and research institutions from a wide range of EU Member States will consolidate research to date, identify future research needs and foster a network on cross-compliance. This will be achieved through holding two seminars on issues related to 'resources for implementation of' and 'impacts of and responses to' cross-compliance in France and Denmark respectively. Over 40 stakeholders, including policy makers, producers and consumers, will be invited to each. Research issues to be addressed in the background papers and discussed at the seminars include: approaches to implementing compulsory cross-compliance, administrative arrangements for implementation of cross-compliance, design of verifiable standards and their environmental relevance, the relationship between rural development and cross-compliance, approaches to farm advisory systems, the likely effects of cross-compliance on farm management and land use, the impacts of cross-compliance on costs for administrators and farmers, using cross-compliance to discourage land abandonment, methods of realising co-operation with private certification schemes and the likely effects of cross-compliance on agriculture and the environment. In these background papers research on cross-compliance to date will be consolidated and priorities for future research will be identified. A summary paper will be compiled to prepare stakeholders invited to a concluding workshop in Brussels at which they will rank research priorities during break-out groups. In addition to these meetings a dedicated web page will be established to maximise communication amongst those analysing, gathering information on or interested in cross-compliance to promote the exchange of information and synergy between activities. Three conference bulletins will also be distributed to over 400 stakeholders to promote an exchange of information amongst stakeholders and publicise the project.
