GALILEO Centre of Excellence for Latin America

Objective

Galileo will be available in 2013. Now it is the time to act and setup an infrastructure to support the industry in the R&D phase as well as to promote the creation of this latent market from the local needs and by the local stakeholders.

The EC and GSA are willing to cooperate with worldwide regions to create this necessary infrastructure, which should start by an Expertise Centre where, institutions and industry, find the most suitable frame to fulfill this challenge.

Among all themes encompassed by the FP7, the GSA sees the International Cooperation as a must and pursuits to create an appropriate framework to support the initial definition and implementation of actions with third countries interested in Galileo.

The purpose of this project is to support the mechanisms to favor the penetration of Galileo and prepare the industry and market to be able to participate in the development of Galileo applications and technologies. Therefore, the industry must have, at disposal, tools and facilities that allow research and development on the Galileo technologies and minimize the related risks.

The GACELA consortium proposes the creation of the First Galileo Centre of Expertise in the world out of the European Continent in Latin America (based in Argentina) to provide the region with the necessary means to foster the GNSS local industry and the Galileo based applications development in the region. The Centre would provide services to the whole Latin America region for the next decades and would become the reference and a strategic neuralgic point for the GNSS R&D.
GACELA, counting on 15 months first phase, aims to achieve two main goals:
-Generate a blue book to identify the regional industrial capacities related to GNSS and to define the implementation steps for the completion of a Centre of Expertise which supports the regional industry
-Generate the first base infrastructure of the centre to support GNSS technology and applications development.
