Rural-Inclusion: e-Government Lowering Administrative Burdens for Rural Businesses

Better interection between regional businesses and public authorities

Rural Inclusion project focuses on improving the way transactions between rural SMEs and public authorities are carried out. This venture is based on the incorporation of cutting edge Web technologies (Semantic Web / Web2.0) in order to increase the efficiency and flexibility of such transactions. In order to achieve such a challenging goal, a highly systematic approach will be carried out, incorporating enhancement of the Web infrastructures of local authorities, rigorous and reusable service process analysis and modeling, and appropriate training of local agents in the effective exploitation of the technology.
The semantic services that will be offered by Rural Inclusion platform to facilitate administrative transactions between SME’s and local authorities will be complemented by a number of other Web-based services.  These will support the creation of communities of learning and practice in rural settings, facilitating the communication and exchange of knowledge and experience between the rural businesses, as well as with the regional public authorities.

Rural-Inclusion aims at adopting an innovative, state-of-art infrastructure to facilitate the offering of semantic web services by public administration in rural areas. To achieve this, Rural-Inclusion adopts, adapts, and deploys in a rural setting the Service Oriented Architectures (SOA) paradigm, implemented through state-of-the-art Semantic Web Services (SWS) technology and supported by public administration domain analysis and modelling, in line with all major European programmes and initiatives in the field e.g. the European Interoperability Framework, the forthcoming i2010 group of Member States representatives, and the Competitiveness & Innovation (CIP) Programme. The proposed technical infrastructure has been developed and initially deployed in the context of the SemanticGov FP6 project (http://www.semantic-gov.org. This infrastructure will be used as the basis to set up or enhance e-Government portals of regional public agencies, aiming to provide semantic e-Government services to their customers. The envisaged potential users of the deployed regional portals with the semantic e-Government services will be businesses in rural areas, with a particular focus on SMEs. SMEs are expected to use such e-Government services, either for the facilitation of their interactions with the public agencies or for their participation in electronically-supported operations.The adopted technologies will be compatible with all major European programmes and initiatives in the field of Pan-European Services and semantic interoperability. The infrastructure will be used to model, develop and deploy particular e-Government services for the public agencies in selected rural areas. A number of appropriate services will be selected for each participant, and then appropriately modelled, redesigned, and implemented in the e-Government portals of the agencies. To facilitate the uptake of the proposed infrastructure, the project will adopt successful best practices already deployed.
