MATERIALS AND RELIABILITY OF PASSIVE OPTICAL COMPONENTS AND OPTICAL FIBRE AMPLIFIERS IN TELECOMMUNICATION NETWORKS

Objectif

The objectives of COST 246 are as follows :
to identify and understand failure mechanisms and material properties in respect of reliability of passive optical components (including fibres, cables and outside plant components) and fibre amplifiers used in telecommunications networks ;
to study the service environment for these components ;
to develop measurement and test methods to characterise the reliability of these components ;
to develop estimation methods and theoretical models for the life time and reliability of these components.
The first aim is to develop an understanding of the reliability limiting problems of these components and to develop reliability estimation methods. The second aim is to help standardisation bodies when necessary by providing understanding of the failure mechanisms, test methods, life time models etc. The final aim is to prepare the final report.

Current status
Technical description of the Action :
Experts from 10 European countries and two non-COST country institute are actively working for Action COST 246. The participants (c. 50 persons) come from the research labs of telecommunications companies and component manufacturers as well as from universities.
Working methods of each working group consists of the following types of action : Theoretical and experimental inter-laboratory comparisons ; joint and individual experiments, round-robin tests and questionnaires ; exchange of results ; working group meetings, workshops and topical meetings ; inviting international experts to the meetings ; reporting and publication of most relevant results ; suggestions to standardisation bodies on life time estimation methods ; and collaboration tests with other optical COST actions (239, 240 and 241 etc.).
The work is at the moment organised in five working groups. WG1.1 WG1.2 WG2, WG3 and WG4. The current status of their work is as follows :
WG1.1 "Fibres"

studies on the ageing behaviour and failure mechanisms of fusion splices (started recently) ;
studies on fibre failure mechanisms, ageing under service conditions, life time estimation methods (almost completed) ;
B-value measurements (in progress) ;
coating material properties and ageing behaviour (in progress) ;
fibre glass properties (in progress) ;
service environment and handleability studies (SG1, completed) ;
the studies on optical transmission reliability (non-linear effects etc., in progress).
WG1.2 "Cables and outside plant"

the chemical and physical conditions for fibres and other optical components in cables, splice boxes, pedestal cabinets and other parts of outside plant ;
ageing behaviour of the other materials, except fibres, in cables and outside plant components ;
installation techniques of cables ;
constructions of the outside plant units, e.g. ducts (in progress) ;
the weakest-point questionnaire (almost completed).
WG2 "Connection and branching components"

collect reliability behaviour data from the field (in progress) ;
round-robin tests on commercial components (in progress) ;
study on life-time modelling for these components (under discussion) ;

round-robin test is started for connectors (in progress to be completed '97).
WG3 "Fibre amplifiers"
This working group is not active because of the lack of participants. At present the contact person is : Mr. F. Magistrali (Pirelli) Tel. +392644258947. During 1995 and 1996 the Working Group was chaired by Mr. Chris Allen (British Telecom) and it worked on the following issues :
definition of what constitutes a reliability failure of fibre amplifier ;
failure mechanisms involved in the many different optical components of the amplifiers ;
life-time modelling ;
ageing test methods of optical fibre amplifiers ;
service conditions for amplifiers ;
life tests for discrete components and one amplifier ;
studies on the active components and optoelectric devices was studied and discussed at the Workshop in Oct 96.
WG4 "Bragg grating components"

ageing test methods (in progress) ;
mechanical reliability of fibres containing Bragg Gratings (in progress) ;
life-time estimation methods for components based on Bragg gratings in optical fibres (in progress) ;
first round-robin tests on high temperature ageing of these components (in progress) ;
round-robin on Bragg grating characterisation (in progress) ;
preliminary study of the influence of environmental conditions (in progress).
Work planned
Final report.
Completing of the tasks in progress mentioned above.
