Freight transport logistics

Objectif

To develop guidelines for a European goods transport system incorporating:

- information and telecommunication technologies
- increasing logistical requirements ("just-in-time" transport, freight centres, mixed forms of transport)
For the past fifteen or so years, logistics has been a fashionable subject; there have been innumerable studies, articles, colloquia, courses and training sessions, both good and bad. Some of this work throws light on changes that are often more complex than they appear at first sight. A great deal of it is descriptive, and is of interest as far as it goes, but needs to be put into perspective. The remainder, ranging from the apologetic to the barely disguised commercial promotion, is not sufficiently critical to be of any use.

In the face of this situation, some effort at synthesis, best undertaken on a European scale, is desirable and should preferably result in a forward looking analysis and specific recommendations. This was the objective of COST-310, and it is considered to have been generally achieved.

The final report produced explains the fundamental reasoning involved in the development of logistics within companies and how transport activities are inexorably led to be integrated into them, the consequences for different modes of transport and the breakdowns that result.

The analysis is based on a forward looking approach that is more useful than simply taking into account tendencies for new difficulties to appear.

The catalogue of measures to be taken was formulated on this basis. Going beyond fashionable approaches and widely held views, it contains elements that are often reglected or relegated to lists in annexes. The approach leads up to the measures in a logical and convincing fashion.

Finally, it should be emphasised that, despite all the difficulties of such an undertaking, the variety of the national contributions, notwithstanding their different approaches, has substantially enriched the project as a whole.
These guidelines are necessary to shape future decisions at national and European level in the goods transport field. The field is undergoing and will undergo major changes owns in part to changes in demand and organization, but also to the consequences of deregulation in the European market from 1993 onwards. Because of the wide range of issues covered by this project (scenarios, trends in supply and demand, problems of adjustment to supply and demand, training, etc.), there were some delays before the work programme was approved, is now as follows:

c. supply trends
d. comparison of supply and demand
e. training
f. conclusions

All the experts who have been assigned tasks under the programme are to submit their preliminary reports by the end of 1990.

The Management Committee's chairperson will present these preliminary reports to the 44th meeting of the Technical Committee on Transport on 18 and 19 October 1990.
