Objective
COST 317 defined the relationship between the implementation of a major transport infrastructure project (the Channel Tunnel) and consequent socio-economic change in the surrounding region. It also proposes a method for detecting and evaluating these changes.
Current status
COST 317 initially focused on the analysis of different Channel Fixed Link assessments throughout the development construction and operational stages.
Given the knowledge "of the fundamental effects of major infrastructure" projects, the analytical techniques were refined. Then, following delays to the opening of the Channel tunnel, COST 317 extended its action to other large scale infrastructure projects in the transport field.
COST 317 has studied all major projects that seek to improve transport between European countries. These projects are known as "missing links" and are a part of the developing Trans-European Networks (TEN) programme.
The value of extending the work of COST 317 to structures other than the Channel Tunnel is therefore in the provision of additional information and of an improved structure to future decision making.
For this reason, it was decided to inventory the methods used or under development in different countries ( mainly in France, Spain, Switzerland, Denmark, Italy and the Netherlands). This inventory is the first part of an evaluation process and concentrates on three main areas :
government policy ;
definition of the effects ;
methods used.
In order to evaluate the impact of major transport infrastructure projects, COST 317 has generated a set of guidelines based on the following principles :
a balanced approach based on different viewpoints ;
definition of methods geared to each type of major project category, although certain common tools are mandatory in any evaluation ;
use of methods combining quantitative and qualitative approaches ;
explanation of the assumptions associated with each of the methods ;
harmonisation of data and indicators used (inc. within the cost/benefit analysis). This objective requires, as a preliminary step, the harmonisation of definitions and concepts and therefore of data collection ;
definition of objectives for the new infrastructure in order that effective evaluation can take place in the overall context of the decision-making.
