Final Report Summary - ASA-MOCO-WB (Analytical Support Assistance for the Monitoring Committee for Westbalkan Countries)
The ASA-MOCO-WB was a support action for the Steering Platform (Monitoring Committee / MOCO) Westbalkan. The Steering Platform Westbalkan was implemented under the Austrian EU Presidency in spring 2006 and continued by following presidencies (Finland, Germany, Portugal, Slovenia). The appointment has been agreed with the European Commission. Its aims were:
(a) to structure the S&T policy dialogue between the EC, the Member States, Associated States and third West Balkan countries; and
(b) to monitor progress on the co-operation between the EU and the West Balkan in the field of S&T and related foreign policies.
ASA-MOCO-WB was fully backed by the Austrian EU Presidency to assist the implementation of the Steering Platform Westbalkan in respect of - establishment of a documentation service for its members consisting of a web-based content management system comprising S&T documents relevant for the policy dialogue as well as a contact database, production of analytical support studies and materials consisting of S&T country reports of all West Balkan countries, thematic analytical studies on urgent issues which arise during the policy dialogue and a synopsis between identified needs and available instrumental offers to identify spaces for improvement of the RTD relations, delivery of a tailor-made communication service for the Steering Platform's members in format of an quarterly electronic news journal providing regular updates on the deliberations of the Steering Platform, relevant S&T issues, etc. ASA-MOCO-WB was implemented as fully-fledged one-stop-shop service for the European Commission and the other Westbalkan members of the Steering Platform by the Centre for Social Innovation (ZSI) and the Austrian Research Promotion Agency (FFG). Both organisations are experienced in international S&T policy analysis and policy delivery with special focus on Southeast Europe.
