Objective
Global health initiatives (GHIs) emerged as an alternative to traditional health development funding. GHIs are seen as an efficient response to global health threats, yet little is known about how the shift from traditional funding mechanisms toward global approaches has impacted health systems in recipient countries. The general objective of this proposal is to understand how the rise of GHIs has impacted the architecture of development partnerships and national-level health system management functions in Africa.
The specific objectives are:
1. To assess the impact of GHIs on country-level decision-making and planning.
2. To assess the impact of GHIs on country human resource policies, deployment and effectiveness.
3. To evaluate how the proliferation of GHIs has influenced the within-country praxis of development assistance for health.
4. To identify best practices to integrate new GHIs within existing partnerships and country systems. This four-years project is organized into 4 technical, 1 management (WP1) and 1 knowledge and dissemination (WP2). workpackages (WPs). The technical WP details the steps taken to achieve the technical goals and the research objectives.
These steps are document and literature review, expert meetings, and research activities:
- the document and literature review will ensure that the research undertaken complements and clarifies the existing evidence, nationally and internationally.
- the expert meetings will be fora for partner discussions, methodology development, scientific intercourse and exchanges with policy makers.
- the qualitative research methods will help us to understand what works and how in each country and what lessons can be extrapolated from national experiences into international recommendations.
WP1 and 2 will both ensure the successful achievement of the objectives of the project by ensuring good partnership, effective communication, mutual learning, scientific precision and financial rigour.
