Objective
Co-operation in the area of initiatives to support innovation, realised through practice-, experience- and knowledge exchange bears a high potential for mutual learning. Existing examples of co-operation projects such as CREST, MAP Projects, PAXIS Network, Gate 2 growth and the ERA-Nets demonstrate that there is a growing demand for continuous co-ordination and exchange especially regarding quality aspects.
The objective of the Specific Support Action IMQ NET is therefore to check the feasibility and to elaborate the preconditions for developing an INNO-Net project, which shall introduce a specific quality improvement methodology across European Innovation Initiatives by means of a structured method of mutual learning. Target participants to discussions and workshops during the SSA phase are quality managers and project or programme managers of programme agencies/institutions involved in policy making, co-ordination, management and evaluation of ongoing or future Innovation Initiatives. These experts shall discuss and prioritise methods of reciprocal learning (e.g. peer review, self assessment, reciprocal assessment, consulting and co-operation) and develop a common catalogue of quality criteria. IMQ Net shall be targeted on European Technology Support Programmes/Initiatives to gather a rather homogeneous group of initiatives.
While this SSA will have an impact by raising awareness and by discussing the relevance, effectiveness and efficiency of different methods and criteria for quality measurement in the innovation policy area, the expected INNO-Net's impact is to realise quality improvements at national and European level by implementing the identified methodology/ies by those actors who decided to take part in the process. This preparatory SSA is carried out by VDI/VDE-IT as sole contractor, but requires the active participation of experts from European Technology Support Programmes which are interested in future structured reciprocal learning.
