Description of the project objectives:
Wood-fired CHP 2 is an European project to accelerate the creation of wood fired district heating networks in municipalities and other local communities with a focus on CHP technology. The project will support the EU policy of increasing the use of Renewable Energy Sources (RES), in particular the Campaign for Take Off, through the promotion of district heating investment projects by using wood fuels in Greece, Finland and Germany. It is expected that the preparation of the various studies will have a significant impact on the later investment realisation of the respective district heating networks.
Description of the work:
Wood-fired CHP2 project combines two subprojects, the project "Concerted action to accelerate the district heating of Grevena city by biomass investment (GREVENA)" and the project "Promotion of wood energy by facilitating district heating networks (PRODIS)".
The GREVENA project will strengthen the institutional and organisational capacity, which is necessary for the implementation of a biomass investment project in Grevena city. The principal purpose of the work is the removal of the present implementation barriers, the identification of the financiers and the establishment of the definite financial scheme, and the planning of the activities that should follow these actions. Innovative aspects of the work are the implementation of plans for the first district heating plant in Greece that uses forestry biomass and the elaboration of an integrated cost-benefit analysis as a means of defining the optimal investment scheme, designing the network, promoting the investment financing, shaping the demand and transferring experience to the other EU partners.
Within the PRODIS project the available energy wood resources are calculated and plans are implemented to promote wood energy and to expand its usage in selected municipalities in Finland and in the state of Brandenburg / Germany. In addition, the environmental and employment impact of future investments are evaluated and the joint tenders are prepared in cases where it is appropriate. The project also develops guidelines and methods for other communities to adopt similar procedures of the upgrading or development of their district heating systems (pilot character) and investigates new and suitable technologies for energy saving and cost reduction in district heating operations at community level, e.g. by promoting CHP application.
Both subprojects are progressing according to the original plan in most parts. In PRODIS project there are some changes due to the weaknesses in current German wood fuel structure. The project has applied for extension of three months.
Expected results:
Within the GREVENA project a local structure (partnership) to support, promote, prepare and exploit the investment project will be established. Also a detailed identification of the existing barriers to the investment project implementation will be carried out in combination with an integrated cost/benefit analysis for the investment project. After the investment is realised biomass fired boilers for district heating with a total capacity of 24 MWth will be installed. The anticipated reduction in pollutant emissions has been quantified as follows: 9,154 t/year CO2 and 16.13 t/year SO2. Furthermore up to 22 new job positions will be created for the operation of the system.
If the PRODIS project is implemented, there should be plans prepared for 7 municipalities in Finland and 5 municipalities in Germany to facilitate future concrete investments in RES. After the planned investments are realised, 35 MWth more district heating produced by using wood energy should be installed and up to 45 people could be employed permanently. There should be also 10 % cost savings in boiler procurement by joint invitation of tenders, 10 % reduction in CO2 emissions when switching from oil to wood, and 40 % reduction in SO2 emissions.
The respective projects have a high replication potential across different regions of the participating organisations as well as in other EU countries.
