Objetivo
Yttre Stengrund windfarm is the first offshore windfarm to be situated in high wave and ice-infested waters, using the largest available commercial wind turbines. Although it is only five 2000 kW turbines, it is critically important as a learning experience for the NEG Micon group, and for the European wind and offshore construction industries in general. Yttre Stengrund will give the wind industry greater confidence in accurately bidding for much larger offshore windfarm projects in coming years.
Being a small offshore windfarm, front-end costs and installation costs are larger per installed MW compared to a similar onshore windfarm. The economic viability of the project is marginally acceptable.
With this in mind, several important objectives received Altener II funding assistance. Altener funding is the leverage that will increase investor confidence and facilitate private spending of much larger sums on the project in general.
The work programme is described as:
1) Site data gathering and wind model development: whereby site metocean data is gathered and analysed. Valuable site-specific parameters will be determined and a well-recognised coastal wind-wave model will receive validation. (all public deliverables)
2) Offshore engineering: whereby several critical engineering tasks are assisted. This will include post-construction inspection of the turbine foundations to evaluate behaviour against the predicted wave and ice loads. This task will also design and evaluate a method to protect the sea electricity cables from ice, anchor and wave abrasion damage. This task will also assist in some costs for the design, installation, evaluation and training of a novel offshore access system (all public deliverables)
3) Project acceptance and public information preparation: whereby information is provided to the general and informed public on the windfarm development, including provision of a video, CD-ROM and website documenting the windfarm construction (all public deliverables).
Expected Results of the Altener targeted action are:
- a greater understanding of the wind and metocean climates for the windfarm design parameters and for future windfarm developments. This will be accomplished by validating a well-known coastal meteorological model developed by the University of Uppsala, which is available to the wind industry
- Provide information to the general public on the environmental effects of offshore wind energy to allay the fears of the concerned public and also to meet the needs of statutory consents. This includes a bird study, a fish study and seabed (benthic) life study
- Provide information to the informed public on offshore windfarm development by producing a video of the windfarm construction, a website and a CD-ROM with information on the project.
* Install, test and trial an innovative offshore access system that will allow access to offshore turbines in rougher weather than usual
- Design, test and trial an innovative method to protect offshore windfarm power cables
- Monitor and inspect the wind turbine foundation post-construction.
