Targeted Promotion of Appropriate RES

Objective

* The TAPARES project has the twin aims of promoting the uptake of RES in Mid Wales, and correspondingly reducing CO2 emissions. Particular priority has been allocated to RES for heat in this rural region through proactively marketing and supporting heating projects.

Description of Work:
We would estimate that 80% of the proposal has now been completed and is presently operating. Phases 1 and 2 are complete, with the programme of seminars, designed to facilitate Capacity Building and transfer of expertise with Austria and Finland, having been held in May 2002.

Phase 3 involved the commissioning of reports and studies into RES ; three in Wales and one in Finland. The three Welsh reports have now been completed, and work on the Finish study is underway.

Phase 4 of the TAPARES project is the Promotion of RES through the provision of an advice and facilitation service. The main method of dealing with initial enquiries is the telephone- and email-based system, which to date has received 286 enquiries in total. Other methods of communication have included the publication of leaflets and articles in both English and Welsh papers and magazines, and the attendance of prominent shows and events in Mid Wales and the surrounding area.

The second half of phase 4 is the provision of a service to fund feasibility studies for potential RES projects. To date, thirty-eight studies have been completed. The total cost of these is £29,011.90 (€46,050.63) of which the TAPARES project funded £13,182.61 (€20,924.78). A further ten feasibility studies are underway or out to tender. The total funding allocated to these is £67,410.00 (€107,000.00) of which TAPARES is funding £10,755.00 (€17,071.43).

Thanks to TAPARES enquiries and/or feasibility studies, in total 5 projects have gone on to receive capital funding from the European Regional Development Fund through Powys Energy Agency's CorEnergy scheme. Eight enquiries received by TAPARES have also been referred to another ALTENER project, PROWE (project number 4.1030/Z/01-041). These enquiries have each received a wood energy audit from PROWE to asses their suitability for an RES heating system.

We are now building towards the final phase of the TAPARES project, review and evaluation; preparation for the International Conference and Study Tour is also well underway. This conference, entitled 'RES for Rural Heat', is scheduled to take place in early October 2003, and will be attended by delegates and speakers from England, Wales, Finland and Poland.

Expected Results
RES AND CO2 TARGETS
The RES and CO2 targets for this project derive from the two objectives: 100% RES for the Dyfi Valley; and Powys RE Partnership targets. TAPARES is extremely unlikely to achieve 100% RES in the Dyfi Valley within two years, but does aim to kick-start the process.

International Conference and Study Tour on RES for Rural Heat.
