Integrated Plan For Renewable Energies

Objective

Ecija City Council and Province of Chieti propose to study in depth the cooperation born out of the Prog. SAVE II, with the creation of the Energy Management Agencies, and the adherence to the "Campaign for TAKE OFF". The long term objectives are concrete actions, through public-private partnership, previewed in the documents of each one. The purposes of the IPRE project are the creation of an Integral Plan of Vertical and Horizontal partnership Actions, training, sensitising and dissemination of an energy saving culture (RUE) and implementation of Renewable Energy Sources, the creation of a Technology Park and, at the same time, the study in a compared and joint manner of the different respective regulation frameworks, always referring to a single Community Energy Policy based fundamentally on the White Paper and the Green Paper, to determine how to incentive use of RES, how to reduce energy demand and how to favour the introduction of RES production, relating these activities to the new financial scenes following the liberalization of the energy market, taking into account the new forms of financial aid and support to develop these activities.

Description:

The project concerns the implementation of integrated plans for the RES and RUE renewable energies. After the initial start up phase, in which is defined and delegated the project management and are created the communication instruments, the work goes on with the preliminary study of strategies in which, in each country, are established the local background of the project and the identification of investors or other strategic partnerships that can offer financial, administrative, technological support to the resulting actions. Then it will be started the study of the RES and RUE potentialities, which will be followed the important financial-technical analyses phase. The same importance is for the urban bound analysis. Moreover, will be studied the creation of Technological Parks, where to create an industrial district in which the production development is supported in a integration context with RES and RUE. The integrated plan will be used for the partnership building actions with the target groups and the key actors. Training actions to increase the entrepreneurial capability on the territory will be set up. Particular importance has the internal and external monitoring action.
Expected result are strictly linked to general brief term and in particular: realization of sectional studies about technical economical feasibility and concrete individuation of financing sources for strategic actions on RES. The studies will contain strategic geographic areas; sectorial and marketing studies for the territory capabilities on RUE, with particular reference to ESCO and to the integrative RES and RUE contracts; Sectional studies for the creation of Technology Park; Creation of strategic partnership for the fulfilment of the most significant actions; increasing and improvement of the local entrepreneurial capability; Creation of a favourable administrative environment in terms of bounds reduction and of social acceptance of good energy practices. Another important outcome consists in monitoring, comparison and evaluation of the achievement in the two different community members in the way to supply data about the concrete application at a local level of community policy in energetic field, and on the effects of uniformity and /or overbalance that they generate in such frameworks characterized by not homogeneous legal social and economical systems.
