Joint Opportunities For European Biomass

Objetivo

The heart of the proposal is the elaboration of three Engineering Projects as well as the Financial Plans for the construction of biomass-based (forest and agro-industrial wastes) energy generation units in three European regions (Asturias, Spain; Crete, Greece; and Central Savo, Finland), using different technologies and considering the specific socio-economic conditions of the regions. The mechanisms needed to ensure the immediate implementation of the 3 units will be established at the end of the project.

Description:
Agreeing on the common methodology and planning objectives' customisation.

- Characterisation of the site / technology to be applied.
- The SWOT analysis will be carried out in the Region of Asturias, Island of Crete and the Municipality of Joroinen taking into account the guidelines of the EU structural funds.
- Defining and developing mechanisms to implement the financial plans with the participation of financial entities in the Region of Asturias in Spain, Island of Crete in Greece, and the Municipality of Joroinen in Finland.
- Development of Engineering Projects: Energy balance, Plant Layout, Technical-Economic feasibility, the cost minimisation will be taken into account on the development of the engineering project in the Region of Asturias, Island of Crete and the Municipality of Joroinen.
- Specifically, the Engineering Projects for power plants with forest biomass and wood-processing industry residues will be developed. One will have a generating capacity between 3 and 5 MW in the Region of Asturias (Spain). Another one biomass cogeneration unit of 11,5 MWe or 23 MWe will be developed in the Island of Crete (Greece) with agricultural wastes. Finally, a combined heat and power plant (CHP) with wood residues will be built in the Central Savo Region (Finland). CHP unit has an estimated capacity of 0,35 MWe / 2,0 MWth or 0,6 MWe / 5,6 MWth depending on the scale of the DH network extension and technology to be applied. Heat will be transferred to the DH network while the electricity will be supplied to the national grid.

Social-Economic impact at territorial level
Quality control of the Engineering projects, elaboration of the "Consolidated Report" with the experience gathered in all three countries, using performance indicators. Preparing of Guidelines for negotiating biomass supply agreements in the three countries of the project: Spain, Greece, and Finland.

Dissemination-Replication. An informative day for regional authorities and for citizens will be organised in each country. A business mission to the Finland country will be done. Participation in one international exhibition will be addressed. Web page and CD-ROM will be allow the dissemination replication of our JOINT experience. It is planned the participation of all partners and other interested bodies.

Expected results
- Demonstrating of the feasibility of three different technologies for generating energy from biomass (heat and power).
- Financing mechanisms to execute energy generation projects (heat and power) with participation of the private sector, aid of national and regional promotion of RES and contribution of the Structural Funds.
- Mechanisms to assure the supply of biomass for the completion of sustainable projects.
- Technological exchange and transfer of expertise from European countries that have an advanced valuation of biomass for energy purposes and those with a lower development of this expertise.
- Demonstrating of the feasibility of three different technologies for generating energy from biomass (heat and power), adapted to a variety of diverse socio-economic frameworks;
- Financing mechanisms to execute energy generation projects (heat and power) with the participation of the private sector, the aid of national and regional promotion of RES, and the contribution of the Structural Funds;
- Mechanisms to assure the supply of biomass for the completion of sustainable projects;
- Technological exchange and the transfer of expertise from European countries that have an advanced valuation of biomass for energy purposes and those with a lower development of this expertise. Specifically, the Engineering Projects for power plants with forest biomass and wood-processing industry residues will be developed. One will have a generating capacity between 3 and 5 MW in the Region of Asturias (Spain). Another one biomass cogeneration unit of 11,5 MWe or 23 MWe will be developed in the Island of Crete (Greece) with agricultural wastes. Finally, a combined heat and power plant (CHP) with wood residues for district heating of 6 MWth and connection to the grid of 1 MWe will be built in the Southern Ostrobothnia Region (Finland).
