Objetivo

1) to contribute substantially to the White Paper on RES (including the EU Campaign for Take-off) with a short-term goal to realise 15 million m2 of solar thermal collector surface in 2004. 2) to become the platform for all parties contributing to the realisation of the Campaign for Take-Off target. 3) to create a co-operation between sales and installation companies and info centres and information campaigns in all EU countries.

Description:

Drawing on extensive experience on the national level, a group of 15 partners from 10 countries, plus the European industry association and the Climate Alliance will join forces to establish an effective approach to market acceleration for solar water heaters in the EU-countries.

The work consists of: Market analysis: State-of-the-art, policies, technologies, incentives System and installer guidelines: Establish guidelines for system quality, qualification schemes for sales and installation companies, common working guidelines for the complete information, sales and installation process System tools: Development of tools to facilitate the decision, design, implementation and monitoring of SWH systems Guidelines towards successful campaigns: Establish guidelines for successful national and regional market development campaigns National implementation plans: Implementation of guidelines & tools on the national level with Industry and Facilitating Partners Information/sales campaigns: Organisation of new campaigns, implementation of guidelines & tools in existing campaigns in the participating countries One work package per country International dissemination: Enhancing the impact of the Southern Europe Initiative by expansion with new partners and transfer of knowledge. Evaluation, project monitoring: Evaluation of developed guidelines and tools based on the results of the information/sales campaigns. Monitoring of project impact.
Catalyse the realisation of 15 million m2 of solar collectors by 2004, meaning fossil fuel savings of 3.5 Mtoe/a, and an associated CO2-emission reduction of 10 Mtonne/a. Creating an effective European network for all market stakeholders. Widespread application of relevant European standards. Market information, guidelines, quality schemes for installers, tools. Formats for successful market development initiatives. Implementation of these formats, guidelines and tools on the national level.
