Objective
The aim of the project is to establish and develop an expanding "European SubContracting System", such as shall not only serve as a tool in subcontracting processes, but offer assistane to European subcontracting companies in their search for cooperation partners.
Subcontracting companies are, on the whole, small and medium sized enterprises (SMEs), to whom assistance will also be given with a view to developing their efficient use of information systems. The intention is to heighten both the awareness and the acceptance of company information services as well as the benefits to users and servers alike.
The ESCS project is embedded in the strategic context of EU market policy "Growth, Employment and Competitiveness". Common to both the above-mentioned policy and the project itself are the following key aspects:
1. cooperative and cmpetitive environment in subcontracting markets;
2. samll and medium-sized enterprises as flexible employment creators
3. creative conditions in the respective information market.
The ESCS project will make use of the results of previous projects supported by the European Commission, such as the DG XXIII "Study on the feasibility of linking up subcontracting databases and exchanges" and, in particular, the SCAN project. Reference to these results enables emphasis to be placed on the aspects of information market policy within the ESCS project itself.
European subcontracting companies are confronted with enormous problems. Their customers, whilst demanding a drastic reduction in prices, nevertheless expect an increase in the quality of performance. Despite sufficient potential, the majority of subcontracting companies do not have adequate information at their disposal. This fact is as much attributable to a polypolistic market form as to the rapid changes to be witnessed in market conduct.
