Objective
The objective of the ENGINE project is to implement an information service focusing on the specific needs of the European upstream oil and gas industries. ENGINE will become an electronic forum whereby organisations can access and exchange information in order to operate in the increasingly competitive European, and World, energy markets.
ENGINE will be an on-line service, accessed by means of electronic communications networks (the so-called "information super-highway"). At the most basic level access will be via desktop computer equipment over voice (telephone) communications lines, hence no organisation will be excluded access on technical or budgetary grounds. More sophisticated network access will also be available, permitting better performance, information management, and security.
The on-line service will be complemented by the distribution of data on CD-ROM and other media. Such media will be used for high volume reference data which would be expensive to transfer over current telecoms technology. Incremental update of data supplied on CD-ROM will be available on-line. The ultimate goal of ENGINE is to provide all information on-line when the communications technology is sufficiently mature and widespread.
ENGINE will provide the means by which organisations of all sizes can operate effectively in the energy workplace - a workplace currently dominated by large organisations. Smaller organisations, and businesses based in regions with little or no indigenous energy related industry, will find it easier to break into a market with which they are unfamiliar.
The ENGINE on-line service will add value to information by permitting more regular update and powerful search facilities. Organisations will benefit from a single gateway to a wide variety of information sources, selected, edited and filtered to be relevant to the oil and gas industry.
The subject area of ENGINE will be the upstream oil and gas industries, including offshore and onshore oil and gas exploration, production, and transportation. Information themes will include, but not be restricted to, those of:
- News;
- Reference;
- Products and Services;
- Tenders and Contracts; and
- Special Interest
The News topic area will provide on-line access to various and diverse sources of news, current affairs, forthcoming events, and market intelligence. Industry magazines, newsletters and journals will be encouraged to provide regular bulletins to complement their off-line publishing activities. Themes relevant to the oil and gas industry from existing on-line information services (such as markets and finance) will be made available.
The Reference topic area will provide access to information products and reference material. Publishers of the numerous existing reference titles relating to the oil and gas industry will be encouraged to provide them in electronic format and on-line.
The Products and Services topic area will provide a forum for contractors, suppliers, consultancies, agencies and service companies to publicise the scope, pricing and availability of their products and services. Powerful search facilities will enable all suppliers of a particular service or product to be identified. Communications links will enable clients to request further information or clarification from all, or a subset, of the identified suppliers.
The Tenders and Contracts topic area will enable client organisations to attract a wide range of bidders for potential work. Calls for proposal, pre-qualification, and tender will be advertised. Communications will permit the procurement process to b e managed efficiently and fairly for a greater number of applicant contractors, from a wider geographic area. Requests for clarification and responses will be transmitted on-line to all involved organisations, thereby shortening the bid process. Contractor organisations will be able to identify potential partner organisations in order to submit joint bids for larger contracts.
The Special Interests subject area will permit individuals active in the oil and gas industry to communicate diverse matters, such as appointments and social events.
ENGINE service development will involve extensive market testing, prototyping, incremental development, and piloting. Initial emphasis will be on offshore oil and gas activity of the north west continental shelf, consistent with the current high level of investment and activity in this area. This will be broadened to cover onshore activity and other regions, reflecting the need, as offshore fields mature, for European organisations to re-focus on new markets.
Regions of southern and eastern Europe, where massive development of oil and gas resources is predicted, will be of particular interest. ENGINE will provide the means for developers in these regions to exploit the products, services, and expertise of European suppliers. European supplier organisations will have up-to-date information on this fast evolving market in order to compete with other world class organisations.
