Objetivo
"Digital-SEE" was a feasibility study project aiming to investigate the technical and commercial feasibility and viability of sharing spatial digital information across South-East Europe. The vision was to:
- Design a service aimed at offering and selling spatial data, stored by data owners, located across the SEE-region;
- Demonstrate the commercial viability of spatial data infrastructures. The realisation of the vision proposed was "a private sector initiative" exploiting and exposing the richness of the SEE public sector GIS information.
The countries considered were Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Greece, Macedonia, Romania, Serbia & Montenegro, Slovenia, Turkey, and potentially Cyprus.
The project designed a distributed spatial data warehouse that connects to data owners in the countries of interest. This warehouse would "not" store data itself, but would include service to integrate data from heterogeneous sources or databases, presenting them to a layman user in a seamless way. Technology built on state-of-the-art technology, open standards and use standardised off-the-shelf components. The warehouse would be used by service providers or data brokers who would work together in a distributed way.
The project investigated the business aspects of the resulting service, in order to understand the demand for such a service. Data owners would be able to sell their data via the spatial data warehouse, and the service provider would create revenue by transaction fees and those for value added services. It was expected that this system enables many new applications which use spatial information - in particular in the private sector. The design of the spatial data warehouse and its commercial aspects were investigated in close contact with data providers across the region and potential customers of the service. Partners aligned their activities with on-going research and development and with international initiatives such as INSPIRE, and have already made contact with relevant organisations.
Should the feasibility of such a service be proven, the commercial partners will invest in its realisation and establishment of a commercial service in the region and worldwide.
