Support of standardisation and harmonisation of water pollution monitoring

Objectif

Specific Objectives:
1. To explore the feasibility of producing a set of liquid CRMs for the analysis of PAHs in water according to the requirements of the Water Framework Directive and to re-certify three CRMs (pure substances) for PAH calibration;
2. To produce a candidate CRM for biomonitoring purposes (Adamussium Colbecki);
3. To provide training to EA laboratories participating in IMEP-12 and IMEP- 15 rounds (trace elements in water);
4. To provide training in "Metrology in Chemistry" (TrainMiC) in support to the Water Framework Directive Anticipated milestones and schedule - Adamussium Colbecki test material produced 28/02/03 - Review on available "organic pollutants-in-water" CRMs published 31/03/03 - PAH CRMs: substances synthesised and purified 31/03/03 - PAH CRMs: identity and purity of substances verified 30/06/03 - Water-based PAH test batch produced and stability tested 30/06/03 - PAH CRMs: homogeneity and stability data established 30/09/03 - PPF for water based PAH CRMs drafted 31/10/03 - PAH CRMs: bottling campaign concluded 30/11/03 - PAH CRMs: certification campaign started 31/12/03
Planned Deliverables Review on the state-of-art on globally available water-based CRMs. Test batch and stability data Candidate CRMs Homogeneity and short-term stability data Bottled candidate CRM Training courses in form of case studies Training course for practitioners in this sector including laboratories from the Candidate Countries.
Summary of the Action:
The action concerns the provision of tools such as certified reference materials (CRM), test samples, reference values and intercomparison exercises to support the implementation of the Water Framework Directive in the Member States. These tools are needed to achieve comparable water monitoring data, which are at the basis of the regulative process. Despite the need for these CRMs, the necessary knowledge regarding their production is limited. Therefore, a significant effort must be invested in the development and stability testing of those materials. Special attention will be given to the substance classes of polyaromatic hydrocarbons (PAHs), cyclodienes, polychlorinated pesticides (e.g. HCH, DDT) and volatile organic hydrocarbons (VOCs). While these CRMs are used to allow calibration and method validation within a laboratory, the IMEP-programme allows performing an external assessment of measurement capability in water reference laboratories and accredited laboratories in general.

Where appropriate, these activities will be linked to Pilot Studies and Key Comparisons at the highest metrological level (BIPM and MetChem). All activities will be cross-linked with IRMM's participation in various networks (e.g. METROPOLIS) and discussion groups. Within the frame of the MoU with ISS an Antarctic bivalve (Adamussium Colbecki) will be processed to produce a CRM for biomonitoring purposes (trace elements). Rationale The implementation of the Water Framework Directive (WFD) requires technical support at EU level with special focus on the monitoring of priority chemical substances. This also calls for the development and provision of certified reference materials (CRMs) and proficiency testing (PT) schemes to laboratories in Member States and Candidate Countries for validation and quality control of harmonised analytical methods. In the context of the European Research Area, these tasks are complemented by the provision of appropriate metrology training, particularly for Candidate Countries.
