Objetivo
The project proposal aims at supporting the sub-national and national research and innovation policy actors by providing a comprehensive methodology to translate the available results produced by innovation assessing tools into concrete policy making decisions. The aim is also to improve the effectiveness of the policy-cycle in order to increase the impact of public intervention activities through the creation of an effective and coherent national and regional policies framework.
These objectives will be pursued through: systematic exchange of information and good practices on existing instruments; identification and analysis of common strategic issues; implementation of joint transnational policy initiatives in specific technology/innovation areas. Framework. The relationship between policies fostering research and innovation and the decision making processes for the implementation of R&D initiatives and programs is rather loose and uncertain.
The process of translating strategies into decisions about fields, programs and research institutions to be supported is rather difficult and slow: conflict interests often influence the decision making process and the commonly shared visions at political level about Science and Technology perspectives vanish where choices about practical matters have to be made. In this situation, the involvement of all relevant stakeholders often seems not enough. Some positive and successful experiences at regional scale have been made in the last years.
Different tools have been developed in order to raise the impact of the policies undertaken. It is worthwhile analyzing these cases in order to understand the factors and the mechanisms that have allowed them to be successful. It is also interesting to analyze the cases when there hasn't been an impact on the design and the implementation of R&D plans and programs. These cases can provide some good lessons on the mistake and pitfalls to be avoided.
