Objectif
Specific Objectives:
1. To consolidate the role of the ECCAIRS community as the main collaboration platform for collecting and exchanging aviation incident information at European level, including Candidate Countries and to start efforts to harmonise reporting cultures (training and education);
2. To implement and activate the ECCAIRS Intranet website as an Internet based information exchange platform for the ECCAIRS community; to integrate all data collected so far by organisations using the ECCAIRS reporting system in a single repository and to put in place a prototype database for exposure data (operations);
3. To assess the safety analysis requirements of the steering committee meeting members, to set up and improve standardized analysis tools and methods and to produce a work-plan for their implementation for the period 2004- 2006;
4. To make an inventory of the aviation incident reporting situation in the Candidate Countries, to organise at least one technical training session for them and to introduce the ECCAIRS reporting system and related tools in their environments;
5. To increase the visibility of the ECCAIRS tools and methods beyond EU boundaries (non EU CAAs and AAIBs, ICAO, JAA, GAIN) and to prepare a distribution channel for ECCAIRS reporting tools via ICAO;
6. To set-up and deliver the ICA version (ADREP) of the ECCAIRS-4 system, including the conversion of all current ICA data; to stabilise the ECCAIRS-4 reporting system, prepare to phase-out ECCAIRS-3 and produce and distribute version 4.2 of the ECCAIRS reporting system;
7. To introduce the concept of the ECCAIRS-D2T2 tool as a platform for maintaining, synchronising and disseminating aviation taxonomies. This network supports the definition and evolution of taxonomies and manages the required synchronisation processes; to organise, with the assistance of experts from ICAO, at least one training session for authorities and investigators to use the ICAO taxonomies and ECCAIRS tools. Summary of the Action:
Following the adoption of the Directive on "Occurrence reporting in civil aviation", in 2003, Member States and Candidate Countries will start more actively than in the past to prepare themselves for implementing the requested tasks. The ECCAIRS activity will support this process by consolidating its collaborative network, stabilising and enhancing the ECCAIRS reporting tools and increasing its effort in the data-analysis and risk management areas. Candidate Countries will be invited to join the ECCAIRS community, collaboration with the main international civil aviation bodies (ICAO, JAA, Eurocontrol) will be enforced and visibility of the ECCAIRS activity in the aviation domain will be improved. Finally, where needed, new technologies and solutions will be explored to improve the applicability of the ECCAIRS tools and methods. A common automated reporting tool, which collects and integrates incident/accident information in a standardised way, is made available to the participants. The JRC plays a subsidiary and co-ordination role in the development of advanced analysis tools & methodologies and of standard taxonomies. Since aviation safety issues are not constrained by EU boundaries, the activity strives for non-EU partners like ICAO and the involvement of the EU Candidate Countries. Rationale During 2003 the Directive of the European Parliament and of the Council on "Occurrence reporting in civil aviation", proposed by DG TREN and based upon the ECCAIRS system, will be adopted. This directive asks Member States to collect and exchange information on incidents and accidents (occurrences) in civil aviation. The ECCAIRS action supports DG TREN for the implementation and monitoring of this directive by implementing a collaborative network of Civil Aviation Authorities, Accident Investigation Bureaus and other entities related to aviation safety.
