Tools for the assessment of level and quality of service across different transport market segments

Objective

The TOOLQIT project answers to task 1 of policies 3.2 of the SSP programme of the Sixth Framework which objective is to develop and validate a framework for the assessment of level and quality of service across different transport market segments. Following the requirements, TOOLQIT has the following objectives:
- To further develop and validate common definitions for levels of service (LoS) for all passenger and freight transport and intermodal transport;
- to propose suitable indicators for level of service and quality of transport, both for nodes and for links;
- to determine an accounting framework and method to measure these and assess impacts of policy actions through inclusion in an European transport network model;
- to recommend procedures and roles in the exploitation, uptake and transfer of results.
