The research cooperation with Russia and the European Union is concentrated around the main economic centres like Moscow and St. Petersburg. To foster the collaboration and increase the numbers of success stories between the European Union and Russia within the Sixth Framework Programme (FP6) with a special focus on the topics of the INCO Programme a network of Regional Information Nodes (RIN) will be established in 37 of the most advanced Russian Regions all over the country. This project RUSERA aims at enhancing the cooperation with promising Russian regions with a high scientific potential. The new INCO-FP6 programme defines Russia as a region, for the participation 3 organisation out of 3 different Russian provinces are eligible. To improve the Regional Information Nodes necessary skills training courses will be organised with experienced experts form EU.
Information Days on EU RTD-Programmes focusing INCO-will be held in 37 regions. To identify organisations capable to participate in projects being developed in the European Union a web-based database of Russian Regional RTD organisations will be created. Special emphasis will be INCO-specific priorities and the defended priorities covered by FP6. It is intended to stimulate at least 37 potential Russian-participations in European Union-consortia.
This network of Regional Information Nodes (RIN) will be based on the existing network of Regional Offices of Russian Association for Engineering Education. This Association is a large organisation in Russia with hundreds of offices in Russia's regions and supported by the local authorities of each region, which insured the continuation of the information nodes after the project end. All Regional Information Nodes will cooperate and liase with the Russian and the EU-National Contact Point System.'
