Objective
This 4-year IP has three overarching scientific objectives. First, to perform a comparative, empirical analysis of multi-level governance in the enlarged European Union, and to which degree it is produced in and through governance networks.
The scientific approach will be based on recent theories of network governance in order to grasp the wide range of actors, institutions and practices in public policy making in the EU; network governance approaches will catch both the formal and constitutional political actors within the emerging system of multi-level governance, and the informal and non-constitutional actors such as administrators, interest groups, grass root organizations, and citizen groups.
Second, to develop and test network governance against the background of competing normative standards for democratic governance in the enlarged European Union. This will take place in an interactive research process, i.e. in close cooperation and consultation with a wide range of actors at all levels of the EU.
