Objective The purpose of the project is to provide recommendations for the development of internationally competitive milk supply chains in Central and Eastern European countries. They will be made from an evolutionary analysis that will consider the demands of a fa st progress from a centrally-planned to a market-led economy, which will soon be required to compete on quality, safety and value at a par with the Western European supply chain. This objective will be served by a systematic approach that will deploy cutti ng-edge methods of designing supply chains and enterprise resource planning. These provide comprehensive benchmarking tools to effectively pinpoint the impact of various organisational strategies of the supply chain in its distribution of costs and value. This is supplemented by quality and safety best practices suitable for the unique, perishable nature of milk. The project deliverables will support policy-making and strategy decisions to: ensure safety and quality of raw milk in the context of securing pu blic health at competitive costs; optimise the value distribution and improve the efficiency of the supply chain of raw milk to dairy processing in a market-oriented context; cultivate closer cooperation among the stakeholders involved in the agro-dairy se ctor in an enlarged European context; identify strategies to facilitate the evolution of the supply chain of new accession countries safeguarding value and wealth creation in rural economies; identify required scientific knowledge. The work plan comprises: international workshop to develop a blueprint for the benchmarking analysis; missions of the team in countries representative of the various stages of development from centralised to market-led supply chains, gathering data and dissemenating the project t hrough workshops; comparative and evolutionary analysis of the milk supply chains of these countries versus an EL) cutting edge example; elaboration of recommendations and dissemination of the conclusions.
