Objective
Indicators can be valuable tools for tracking change, identifying problems and monitoring implementation of policies and results. They are increasingly used to assess the efficacy of EU policies. A robust set of informative indicators will help policy- and decision-makers to evaluate the performance of management measures, as well as ensure accountability to the public through regular information. The aim of the co-ordination action is to achieve a more coherent approach to indicator use in the implementation of the Common Fisheries Policy across the EU, by synthesising existing research and analysis. A set of indicators to measure the effectiveness of fisheries management, particularly environmental aspects, is to be identified. Operational models establishing the relationship between fishing activities and changes in the marine environment will be used to underpin some of the ecological indicators. In addition, the project will identify data gaps and ways of addressing these, taking account of the need for cost- effectiveness. The project will also seek ways of ensuring that agreed indicators are used in the policy process. The results will be targeted at fisheries managers and other stakeholders. Overall, the action is firmly embedded in, and will respond directly to, EU policy calling for the development of fisheries/environment indicators. A number of work packages will examine existing efforts to develop indicators. Since a considerable amount of work has been done already, networking will be of particular importance. In order to bring expertise in different countries together, several meetings and two conferences will be held.
