Objective
The project partners have identified in their work with SMEs a number of issues that prevent faster development. In Central and Eastern European Countries it can be seen that the average added value in SMEs considerably lags behind the EU. The main reason for such situation is default of innovation and research activities in SMEs. The support network has difficulties in answering specific needs of SMEs in this field. Since the micro level of companies is too distant from the policy level the challenges and needs of SMEs are also not taken into account in preparation of policy documents. The main objective of our project is to offer SMEs in the field of innovation and research services that would correspond to their specific needs and would help with developm ent of high added-value activities and products. We have identified a network of "Regional Technology Offices" as a possible instrument for achieving this objective. The Regional Technology Offices would employ specialist experts with technical background that would be in regular contacts with SMEs. These offices would also take initiative and identify potentially prosperous projects (pull strategy). We will implement an analysis of actual needs of companies. On this basis we will prepare strategy proposals and concepts for operational activities of Regional Technology Offices. The concepts should be flexible and adoptable to respond to changes in economic environment. An important part of our project will be promotion of communication. The Regional Technolo gy Offices will act as an intermediary between the micro and the national level. They will also promote better cooperation between SMEs and research institutions. This will on one hand solve concrete research issues of SMEs and will on the other hand invol ve researchers in economic processes.
