The setting up of a Regional innovation strategy for the Maltese islands

Objective

The Malta RIS project being proposed will serve as a practical way to help increase the innovation potential of the region by improving its policy making in the field of applied RTDI and its contribution to the region's development. The regional actions fo r innovation planned are designed to promote cooperation among all the actors of the innovation system to assess innovation and technology requirements by auditing local needs, capabilities and potential with a view to improve the regional innovation syste m. The Malta RIS will be formulated through a consensus building process that will involve all regional actors related to innovation and associated business support activities. This process will be controlled and guided by an Innovation Strategy Board and a Managing Unit based in Malta Enterprise. Creating an assembly composed of key stakeholders in Malta and experts from two other southern European / Mediterranean regions, Umbria and Andalusia will empower and improve the capacity of regional actors to de velop policies which take into account the real needs of the region. The starting point would be and extensive review of, on the one hand, the requirements of regional enterprises and other socio-economic actors adapting to changing markets and societal pressures and trends in view of Malta's recent Accession to the EU; and, on the other hand, the capabilities of the national RTDI support organisations to meet the expressed or underlying needs. The issues identified by this review of the demand and supply situation will serve as a basis for consensus building involving the widest possible number of actors on a strategic framework for decision making in the region. The implementation of a pilot project will define future programmes and projects for the impl ementation of an action plan. The action plan and corresponding work plan will ensure that the goals and objectives of the RIS will be met.'
