Regional Innovation Policy Impact Assessment the Benchmarking Process: European Cooperation for Sustainable Regional Innovation

Objective

The main objective of this proposed project is to develop a research and innovation policy impact assessment system at the regional level in order to improve the measurement of the various impacts of regional research and innovation policies. This impact assessment system will be transferable and applicable to all regions in Europe and their different circumstances. Furthermore, the pilot projects of this proposal intend to stimulate further development in regional research and innovation policies as well as their adaptation to future needs and opportunities in the regions.

The expected achievements of the project will be:
First, a strategic impact assessment methodology for the regions which comprises not only quantitative but also qualitative indicators, including an assessment of the impact of the RITTS, RIS and RIS-NAC projects in the relevant partner regions.
Second, based on the impact assessment and its indicators, a benchmarking process to enable a research and innovation policy benchmarking between the regions.
Third, inter-regional cooperation and exchange of good practice experiences, which should lead to new innovation measures in the regions.
Fourth, concrete policy recommendations for further development on regional research and innovation policies. These recommendations will also take into account the impacts of research and innovation policies in terms of sustainable development.
