International partnership building and support to dialogues
Policy dialogue in science, technology and innovation has become an important vehicle for Latin America participation in EU-FP7 and ICT is currently in the bilateral and bi-regional political agendas. To ensure continuity and enhance collaborative ICT research and innovation (R&I) in Horizon 2020, LEADERSHIP will support the evolving dialogues on EU-LAC cooperation in ICT, by providing input, both at bilateral level to the S&T dialogue and at bi-regional level to the EU-LAC SOM ICT Working Group.
LEADERSHIP proposes a radically new approach to engage more actively and strategically in supporting dialogues and partnership building for EU-LAC cooperation. LEADERSHIP will set up a LAC-ICT Expert Group as a permanent and sustainable mechanism to support ICT dialogues in the region, providing opinions and recommendations on the basis of high-level input from a wide range of sources and stakeholders, and thus contributing to dialogues on key aspects that until now have not been properly addressed in the political dialogue, such as the coordination of Digital Agendas, ICT regulations and efforts that will counterbalance the more restrictive approach to automatic funding in Horizon 2020.
LEADERSHIP will also facilitate the LAC participation in Horizon 2020 by promoting ICT enabling technologies through the LAC-ICT Expert Group events synchronised with policy dialogue meetings, and well-targeted capacity-building events, such as the LEADERSHIP Co-Innovation Lab and Living Labs Spring School that will stimulate innovation and engagement, and identify priorities for R&I.
The project scope covers all Latin American countries with bilateral S&T Agreements in place (Argentina, Chile, Brazil, Mexico) or involved in a regular S&T cooperation dialogue (Colombia); and extends to 11 additional countries under the umbrella of the regional partner CAF (Bolivia, Costa Rica, Dominican Republic, Ecuador, Jamaica, Panamá, Paraguay, Peru, Trinidad & Tobago, Uruguay and Venezuela).
