Facilitating the CAP reform: compliance and competitiveness of European agriculture

Objetivo

The primary focus of the project is to investigate the value-added resulting from introducing cross-compliance as a tool to improve compliance with existing standards. A second issue is the investigation into the costs implications and competition effects of compliance to EU standards on the world market in the specific context of cross-compliance. Specifically, the project will include the following actions: · Identify the relevant environmental, biodiversity, nature, food safety, animal welfare and health standards. · Categorise standards and administrative procedures. · Analyse how mandatory EU standards affect farming practices. · Analyse the costs of compliance with existing standards along the agrifood chain. · Develop a methodology to compare EU standards with those of the main competitors on the world market. · Identify and characterise experience with certification schemes. · Investigate the value-added resulting from cross-compliance as a tool to improve compliance with existing standards. Ultimately, the above-mentioned actions will: ¨ Focus on the analysis of the value-added resulting from introducing cross-compliance as a tool to improve compliance with existing standards. ¨ Investigate cost implications and competition effects resulting from either enforcing previously ignored existing standards or production-linked rules of 'good agricultural conditions'. ¨ Lead to the operationalization of a methodology to assess the impact of EU standards on the external competitiveness for a selected range of products in the specific context of cross-compliance.
