Objectif BEACON provides EC policy-makers and stakeholders with scientific support in order to define, formulate, implement, update and monitor policies related to broadband enabled new forms of pan-European trading, collaborative work and advanced public service provision. The project work is divided into six work packages: WP1 Desk research and interview programme, WP2 Broadband impact analysis across thematic areas, WP3 Broadband scenario development, WP4 Policy support programme, WP5 Innovation related activities, WP6 Project management. The BEACON impact is achieved by uniquely combining the expertise of the BEACON consortium in broadband technology development and use, applications and services (egovernment, ebusiness, ework and SEEM), policy development and socio-economic issues such as content development, sustainability, the digital divide and business models. The BEACON analysis programme entails the development of four scenarios related to broadband access and use, taking into account all other topical areas/objectives. The BEACON consortium will then test the four broadband development scenarios against existing and planned EC policies. For each scenario the team will make recommendations on how the existing policies will need to be adapted or new policies developed. Core policies include: The Lisbon Agenda, eEurope Action Plans, IST RTD priorities, Specific Directives and Communications such as Innovation Policy and Competition Policy. On the basis of the above results BEACON provides a specific policy decision support tool for use by policy makers after the end of the project. This tool will distinguish the key indicators for each of the scenarios. As monitoring the market development of broadband and the related policies is undertaken in the EU at both a national and international level, the tool can be used compare the results of the monitoring with the key indicators that a certain scenario is unfolding.
