Promoting stakeholder engagement and public awareness for a participative governance of the European bioeconomy

Two national case studies will be undertaken to review how bioeconomy strategies have been developed at the national level, the choices made about the forms of governance and the role of public participation.

Policy Paper “Towards a participative bioeconomy” (se abrirá en una nueva ventana)

A policy paper will be developed which summarizes the outcomes of the various stakeholder activities carried out in the project, specifically taking account of the priorities/needs for action identified in the context of the stakeholder debates at regional or local levels (Task 4.1) and the sectoral stakeholder workshops (Task 4.2).

Good-practice guidelines for national and regional bioeconomy strategies (se abrirá en una nueva ventana)

Following the completion of the national and regional case studies, good practice guidelines will be developed from a synthesis of the findings.

Summary report on assessment of social, environmental and economic impacts (se abrirá en una nueva ventana)

The report will give an overview of the database and the assessment of social, environmental and economic impacts.

Four regional case studies will also be undertaken, using a similar methodology to the national case studies. Again, written material relating to the strategies will be obtained and analysed, but in this case this will involve the regional level strategy, but also the national context and consideration of other regional strategies in the same country.

Report on regional bioeconomy profile and social, economic and environmental impacts (Italy and Bulgaria) (se abrirá en una nueva ventana)

The report will define the regional bioeconomies and their potentials in the two case study regions, and outline potential programmes of measures and their socio-economic and environmental impacts. The results will be discussed with relevant regional stakeholders in Task 6.2 and 6.3.

Overview of actors and network activities in the bio economy domain (se abrirá en una nueva ventana)

This task includes: • Overall number of actors • Number of networks created in total and per specific programme • Participating countries • Participating organisations (type, role and position) • Participation level: non-participation (manipulation, therapy), tokenism (informing, consultation, placation), citizen power (partnership, delegated power, citizen control)

The report will set out the results of the stakeholder consultation.

Pdf files of the brochure ready to print and available for download in six languages of the EU (se abrirá en una nueva ventana)

A special brochure will be produced illustrating in an easy-to-comprehend way the role that the bioeconomy plays in products of our daily lives. BIOCOM will develop the overall concept of the brochure, its content and layout including all graphics. All texts will be made available in major languages of the European Union in order to make the content easily accessible for as many interested people as possible. In the central repository on the project website, ready-to-print pdf files of the brochure in different languages will be provided for download.

Strategy document on measures for a strengthened regional bioeconomy (Italy and Bulgaria) (se abrirá en una nueva ventana)

A strategy document will be developed for each region, which outlines explicit actions to be taken, thereby taking into account the concepts and tools of a participative governance of the bioeconomy.

Review of national and regional bioeconomy strategies (se abrirá en una nueva ventana)

In order to ensure that the review of existing bioeconomy strategies takes on board the best examples from across Europe a review will be undertaken to compile a comprehensive listing of all such strategies, including the identification of all countries and regions having identified the bioeconomy within their smart specialisation strategies for ERDF support. Each of the contributing partners will assist the task leader by providing information on their own country and that of other case studies.

The information in the database relies as much as possible on data made available through the FP7 projects BERST and BISO. BERST focuses on gathering information for a database about the bio economy on the level of European regions, whereas BISO focuses on gathering such information on Member State level.
