Valuation of Environment-Related Health Impacts: Accounting for Differences Across Age, Latency and Risk Categories with a Particular Focus on Children

Objective

The objective of this project is to improve the incorporation of environment-related health impacts in policy-making.In the initial stage of the project we will focus on two measures employed when examining environmental policies that save lives: the Value of a Statistical Life (VSL) estimated from willingness to pay for mortality risk reductions, and Quality-Adjusted Life Years (QALY). We will compare these measures, which are used in benefit-cost analyses of proposed environmental policies, and cost-effectiveness assessment of public health programs, respectively. We will ask whether, and by how much, VSL should be adjusted for the age of the beneficiaries and latency, and other factors.
An examination of the means by which environment-related health impacts are presently included in EU policy-making will also be undertaken, as well as a review of best practice across the OECD. Following the methodological review, in the next stage of the project we will administer surveys, aimed at deriving VSL figures across European countries. This work will seek to obtain methodologically comparable values for adults and children for similar risks, and will also seek to cast light on the issues mentioned above. It is envisioned that latency and age can be examined in a credible manner, as well as distinctions between adults and children. We will also apply benefits transfer across countries with different socio-economic characteristics, for both adults and children. This will take into account the amount of variation across key vectors (age, income, household composition).
