Summary of the context and overall objectives of the project

MDS is specializing in applications supporting business processes, concentrates on Smart City, Municipal systems and Mobility. Project is a further natural step to build market position. The objective of the project was to gain maximum knowledge and information on the real needs of the targeted groups, recipients of the e-administration mobile application. Conducted market, economic, technical and strategic analysis and detailed market study and results of research will be used for selection of the appropriate application parameters for initial market and finding partners in order to increase economies of scale to reach a wide market of local communities in Europe.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

Project ideas were reviewed among 314 municipalities using current MDS IT solutions. There were conducted surveys, so we gained vast experience in cooperating with the Local Administrations. The processes and everyday operational issues of such offices have been analyzed. The studies have been performed using a bilingual website www.gminawchumrze.pl where a specialized survey questionnaire was uploaded. To confirm the value of mobile applications for the public sector we made a tester, developed screens and clickable dummies, which was shared within a selected test group in Poland and Croatia), afterwards made opinion. Market research study was carried out by gathering information published by various organizations involved in market research (EU).
The distribution model has been analyzed by discussing it with the VAD distributors of IT software dedicated to public entities, with developed extremely valuable contacts and relations. The idea has been confirmed empirically, on example company from Ljubljana, which allow us to cover: Slovenia, Croatia, Macedonia and Serbia. In the next project stages we will focus on business partners in : Germany, UK and Ireland.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The major benefit of our solution comprise the mobility aspect that allows the usage of the application anytime and anywhere, support the dissemination of real-time information to a greater number of people representing both citizens, businesses and clerks. To cut existing barriers, we recommend to start to use some basic applications for municipalities, which usage contribute to the mutual acceptance and allow later implementation of the subsequent applications. Such a prime example where both citizens and public organizations can profit from increased mobility, could be complaint and problem management. Mobile application can offer an instant access to the service at the time and place of discovery, hence the motivation to send problem or complaint might be increased, if there is a possibility to report immediately, which has a positive socio-economic impact on the motivation of citizens to become active.
