These will look at three topics: • The financing, procurement and contracting of SUMP measures • The inclusion of suburban districts in SUMPs • Addressing vulnerable groups and gender issues in SUMPs The guidance will draw directly on the outcomes of the thematic webinars being held within WP9.

This deliverable will provide guidelines on the policy tools developed to accompany the measures in the two clusters, including recommendations and lessons learnt, as well as conclusions. This deliverable will also address the questions of how to integrate freight logistics into SUMPs.

Observation group terms of reference

Terms of reference (ToR) established for the participation in a CIVITAS ECCENTRIC Observation Group. This will specify both the privileges, which Observer Cities will receive as part of the Group, as well as the expected level of commitment from the Observers.
