A novel wearable, cost-effective and non-invasive biometric body worn video solution for accurate and high throughput screening of people, bags and vehicles

Periodic Reporting for period 2 - BIO-AX (A novel wearable, cost-effective and non-invasive biometric body worn video solution for accurate and high throughput screening of people, bags and vehicles)

Provided that the ‘output’ is ‘captured’ on systems that are fit for purpose and Not 'Adventure' Cameras, Body Worn Video (BWV) systems provided compelling Video and audio that is fully admissible and increasingly used as vital evidence in court. Body worn video systems are now critical technology for reducing threats and violence against police officers and other BWV users, improving policy and transparency in public relations, reducing offender complaints and speeding up the administration of justice.
Audax® are worldwide leaders and Pioneers in developing Body Worn Video (BWV) technology. They first started with product demonstrations in July 2005 at a G8 Summit and led the World in 2006 with their joint project with Devon & Cornwall Police / UK Home Office which led to the first ever standards and guidance document for BWV being produced. In recent years they have again led the UK Security Industry as they are the Only UK Security SME ever funded by the European Union H2020 Instrument in a Phase 2 project. In Fact less than 6% of applicants proceed to being funded and in the three years of this programme they have had 31,000 applicants and only 16 have been funded in the Security Sector. Horizon 2020 (The EU Framework Programme for Research and Innovation managed by EASME (the executive agency for SMEs), provided business Support and grant funding to aid Audax® in the development of a new BWV System with live streaming capabilities that would become the Benchmark for the market.
BIO-AX®, is the next-generation complete ‘eco’ system that ‘fuses’ secure evidential video gathering with active user protection and providing the capability of adding other tools and technology such as vehicle and people screening. Leading the way in the industry it is designed to meet the New British Standard 8593: 2017 and to aid in organisations compliance with the New EU General Data Protection Regulation (GDPR) which is enforceable from 25 May 2018.Integrating High Security and AES 256 encryption with GPS mapping and lone worker safety features all in a rugged and lightweight form; this disruptive innovation would aid in the protection and security of all EU citizens and officers. Bio-AX® also contains an enhanced staff ‘safety blanket’ alarm feature, with capability for remote access, remote memory wipe and redaction software all built in to a ‘Security and Privacy by design’ product. Coupled with GPS Google Mapping, all user actions from the Bio-AX® are logged, creating a complete chain of custody, from signing a device out, to streaming live footage, to securely uploading any evidence. For the first time, Bio-AX® gives organisations the capability to audit their actions for compliance, and the power to deploy the correct resources, with a live ‘eye and ear on the ground’ perspective.
Headquartered in Plymouth, and now with new satellite offices in both Northern England and in Brussels, Belgium; this has enabled Audax® to liaise better with their customer base and EU partners. Audax® are unique in their market place as their new product, Bio-AX® will be a product that is designed, developed, manufactured, tested, and secured in Europe. Bio-AX® will be a testament of bringing manufacturing ‘Home’ and yet still being innovate, High Tech, feature rich, highly competitive and the future ‘Benchmark’ of the market. By reacting to a serious gap in the market by having listened to ‘coal face’ professionals in the Emergency Services, Transport security and Border control to what they actually require to assist them in their work, Audax® have produced a market disrupting innovation which is about to enter full manufacture and thus completed our overall objective in this Project.
The milestones planned were all met and achieved successfully.

The engineering design and development was completed, however it became apparent during the extensive field testing and following an alteration in EU 'Roaming' and customer feedback, that redesign would be required to the form factor with emphasis on User SIM card placement and overall form factor size.

Marketing and selling strategies, including participation in numerous exhibitions and customer visits, were performed throughout the Project.

The Culmination of the Project was Audax® being selected as a finalist,in the Communications Systems Award category, at the Counter Terror Awards in London.
Our Exhibition Stand at the Security and Counter Terror Expo and attendance at the Awards Event was supported by the European Commissioner for the Security Union Sir Julian KING, and Deputy Head of Cabinet Mr Julian Siegl.
The Support we have received during this project by the various agencies (EASME etc) of the EU has been exceptional.
BIO-AX™ is a unique and novel product in the Body Worn Video industry.

We expect a great impact of our new technology to the stakeholders (law enforcement, transport building security, rapid emergency rescue teams, military, private security guards etc).

Stakeholders will benefit from a tool that will allow them to efficiently carry out their tasks and responsibilities in a secure and transparent manner.. Our product will help reduce crime, improve situational awareness, save time and money, improve staff safety and professionalism and gather accurate evidence data that is recognised in courts.

What has also become apparent during the course of the project is that the increasing use of Body Worn Video (BWV) has led to governments and police agencies recognising the requirement for a standard in the manufacturer of BWV systems, coupled with a code of practice and specific guidance on the deployment and use of BWV.
City of Westminster College is Central London's Top Vocational FE College and in another Industry first, in collaboration with Audax®, the College is now running the first accredited Body Worn Video (BWV) course. This dynamic course structure provides the knowledge to use BWV appropriately and proportionately to ensure safety, security and the privacy of people being recorded. The Course is applicable to all existing and potential users and managers of BWV, system owners and suppliers, taking into account how the visual and audio data is captured, viewed, and stored securely. It will also enhance both the public and private sectors best practice guidelines, and management structure and can be tailored to be bespoke to support organisations specific risk assessment requirements, demonstrating their commitment to operational best practice within the law.
