Periodic Reporting for period 2 - EXCITING (EU-China study on IoT and 5G)

Summary of the context and overall objectives of the project

Europe and China are pioneers of technological advances in areas related to the Future Internet (FI) - especially 5G and IoT. While both parties share common technological objectives, there is still room for improvement in bilateral cooperation.
The main purpose of EXCITING was to support the creation of favourable conditions for co-operation between the European and Chinese Research & Innovation (R&I) ecosystems. The goal was to identify relevant and practical opportunities for future cooperation between the two regions and make recommendations regarding the respective R&I ecosystems.

EXCITING facilitated cooperation from various perspectives to address the opportunities and create synergies towards a better understanding of the overall ecosystems of the FI in both regions.

The specific objectives of EXCITING were:
Obj. 1: To investigate and document the R&I policies and ecosystems in China and compare these with the European ones.
Obj. 2: To investigate which international standards bodies are responsible and appropriate for the key strategic domains of IoT and 5G, given that these are areas where global approaches are needed.
Obj. 3: To investigate how global interoperability testing (with the focus on EU and China) is being used to validate research and innovation in the key strategic domains of IoT and 5G, to ensure prototypes can be turned into mature results/standards and successful deployments.
Obj. 4: To investigate practical opportunities for future co-operation on Large-Scale Pilots (LSPs) for IoT and 5G on a reciprocal basis.
Obj. 5: To produce a roadmap showing how research and innovation ecosystems, policy, standardisation, interoperability testing and practical LSPs should be addressed during the H2020 timeframe, and making recommendations for optimising collaboration between EU and China for IoT and 5G.

The purpose and the objectives have remained unchanged, although the project experienced major challenges due to the way the Chinese funding was managed for this Call: (i) the Chinese partners could not apply for their funding until the EC contract had been signed (ie. they participated in Y1 on a "best effort" basis, without funding), and (ii) MoST does not fund CSA-type activities like EXCITING, but only R&D projects. The two projects have nevertheless cooperated closely to ensure the EXCITING objectives could be achieved as fully as possible.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

In the Reporting Period 2, EXCITING partners have accomplished tasks aligned with the work plan (and beyond), and have submitted the planned deliverables.

These are the activities that the consortium has done BEYOND the work plan:
- Finalising the signing of the MoU between AIOTI and AII
- WP3 White Papers version 2
- WP5 White Paper version 2 (on policy)
- SME handbook
- translation of Chinese document

The following are the summary of Deliverables submitted:

D1.5 Dissemination and Communication activities, version 2 (SPI):
D1.5 describes the various dissemination and communication activities developed during the period of M13-M27.

D2.2 Report on Future Internet Chinese projects for future collaboration (SPI)
D2.2 provides an overview of a selection of key projects focusing on Future Internet, 5G and IoT that have been developed in China or have included Chinese participation.

D2.3 Report on framework condition in China (INNV)
D2.3 presents the framework conditions for participation in China, addressing several different domains

D2.4 EU-China comparative analysis on the Future Internet Ecosystem (INNV)
D2.4 presents a comparative analysis between Europe and China in regard to their Future Internet Ecosystems. The analysis focuses mainly on the European context, and then provides a summarised comparison to China according to the analysis developed in D2.1 D2.2 and D2.3.

D3.2 Harmonisation of standards for IoT technologies (UL)
D3.2 provides a comparative summary of the IoT standardisation efforts in Europe and China and around the world.

D3.4 Harmonisation of standards for 5G technologies (UL)
D3.4 provides a comparative summary of the IoT standardisation efforts in Europe and China, and around the world.

D4.2 Framework for EU-China Cooperation on Large scale pilots (MI)
It provides a list of recommendations to improve and enhance the cooperation between Europe and China on 5G and IoT LSPs.

D5.2 Recommendations for EU-China co-operation in IoT and 5G (INNO)
The main purpose of this report to propose recommendations to support the creation of favourable conditions for co-operation between the European and Chinese research and innovation ecosystems.

D5.3 EU-China Future Internet Policy white paper (INNO)
This report aims at describing European and Chinese policies related to Future Internet use cases and applications.

D5.4 EXCITING Exploitation and Sustainability Plan (SPI)
D5.4 presents the EXCITING project’s exploitation and sustainability plan, indicating how project results and assets can continue to be exploited after the end of the project, thus contributing to its sustainability.

Collectively, the project has organised a project workshop in Bilbao, Spain, at the Global IoT Summit and promoted the project at the IoT Week 2019, it was supported by the European Commission and the Advisory group members from the project.

Martel, CAICT and Huawei also strived to finalise the MoU signing in Nov. 2018.

EXCITING was represented and promoted at over 50 events across the Globe.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The project has not only addressed the expected impacts but additional socio-economic ones.

Expected Impact 1: Identification of opportunities of EU-China technological co-operation in strategic sectors and associated road-mapping, including support for technical and policy co-operation between EU-China IoT and 5G Large Scale Pilots of common interest.
Expected Impact 2: Comparative analysis of EU and China Research and innovation ecosystems and conditions of win-win participation.

WP2 and WP4 activities have largely contributed to the achievement of these two EIs, via D2.1-2.4 and D4.1/4.2.

Work on additional impacts has also been launched:
1. Economic impact: The analytical work and surveys conducted in WP2 and WP5 will help European IoT and 5G stakeholders to better understand and access opportunities in China – which will bring economic impacts in the long run.
2. Policy impact: WP5 has contributed to this AI via mapping policy and ecosystem cooperation activities in Task 5.1 – Task 5.3. WP2, 3 and 4 have collected useful information on IoT/5G collaboration (in terms of research landscape, framework conditions, standardisation, interoperability, testbeds, business models, among others) between Europe and China, while WP5 has integrated them into road mapping activities as well as a recommendation for future policymaking. The signing of the MoU between AIOTI and AII will influence the IoT landscape in both regions.
3. Technological impact: WP3 has provided a solid study on standardisation and interoperability, their specifications both in Europe and China, this has provided technological insights into the domains of IoT and 5G. WP4 provides analysis, especially in 5G technologies. WP5 then incorporated these into concrete recommendations and road mapping activities.
4. Social impact: All project results will remain publicly available for viewing and downloading on the project’s website www.euchina-iot5g.eu for at least another three years, starting from Feb. 1st, 2019.
