Summary of the context and overall objectives of the project

Building on the lessons learnt from the former ERA-NET Plus initiative Electromobility+, EMEurope followed the needs and demands of policy makers while at the same time considering those of stakeholders and the industry. EMEurope elaborated and expanded the systematic and steady exchange of information and mutual learning process started in Electromobility+.
The underlying objective of EMEurope was to contribute to the breakthrough of electric mobility in Europe. This initiative addressed the need for integrated and ambitious actions across Europe to further advance the deployment of electric mobility through the coordination and joint financing of research, development, innovation and implementation activities. Its approach was based on the assumption that although many high quality activities are currently being carried out in Europe on the EU, national and regional levels, there is little coordination of the various efforts. The challenge is to avoid duplication of funding and investments while at the same time facilitating successful migration and integration of technologies which contribute to the advancement of electric mobility in Europe.
EMEurope expanded collaboration to other networks and platforms of stakeholders to establish a joint European understanding of the benefits of electric mobility for the transport sector. EMEurope linked research and policy practice in support of electric mobility at the European level. This model of cooperation of national and regional authorities reinforced and accelerated the exploitation of R&I results through the policy cooperation part of the EMEurope initiative, as both pillars’ activities were constantly linked.
Thirteen research and innovation projects focusing on the application and demonstration of electric mobility were funded, covering following key areas important for the acceleration of e-mobility:
1. System integration (transport, (sub)urban areas);
2. Urban freight and city logistics;
3. Smart mobility concepts and ICT applications;
4. Public transport;
5. Consumer behaviour and societal trends.
A number of projects managed to deliver results beyond expected outcomes, integrating the results in business plans of participating companies or even resulting in an expansion of their business portfolios.
With regard to stimulating innovations that will drive the adoption of e-mobility the impact of the EMEurope initiative extends far beyond the underlying ERA-NET Cofund project.
On the policy side, the EMEurope initiative has contributed to a better alignment between policies and approaches from national/regional governments and innovations from industry in the field of electric mobility. It happened to focus on precisely those (sub) urban areas where next important phases of the innovation cycle in electric mobility evolved. Considering general impacts, it can be concluded that EMEurope has:
• accelerated the time to market for affordable, cost-effective and socially acceptable solutions for integrating electric mobility in Europe's (sub-)urban transport systems;
• generated tangible and practical guidance to the decision makers in relevant authorities;
• supported industry and the service sector to provide suitable and feasible solutions for electric mobility in European urban areas;
• resulted in large-scale and highly visible demonstration and implementation projects;
• bundled national knowledge and reinforce policy measures for the development of electric mobility.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

The ERA-NET Cofund Electric Mobility Europe (EMEurope) funded 13 research and innovation projects focussing on the application and implementation of e-mobility in urban and suburban environments. These projects addressed one or more of in total five key areas of the initiative’s call with a majority focusing on ‘smart mobility concepts and ICT applications’ and ‘public transport areas’. All projects were able to implement their innovative solutions with varying success, challenges and visibility. This depended, among other things, on the country of implementation, engagement of project consortium and on the extent to which COVID-19 restrictions impacted operations and demonstrations.
In order to showcase in an attractive and accessible way the value and significance of the innovations and solutions of the 13 projects funded under EMEurope, a series of short promotional videos was produced featuring these projects embedded in their key areas. The videos have been made available on a dedicated EMEurope YouTube channel. In addition, an attractively styled brochure with the main results and achievements of the R&I projects has been published and made available on the EMEurope website. The brochure has also been distributed in stakeholder networks.
Beyond financial support to the R&I projects and measures to further exploit their results, the EMEurope consortium successfully achieved the objectives of the policy cooperation to improve conditions for electric mobility in Europe. Several activities were carried out and a strong communication with networks and platforms of stakeholders was established. Communication with these networks and platforms will be continued through regular exchanges, for some particular topics even through the preparation and organization of joint workshops.
During the EMEurope initiative, various documents have been produced about the conditions and frameworks for electric mobility in the participating countries and regions. These have been published on the EMEurope website and may in the future be supplemented with new documents and relevant information from the EMEurope participating countries, which will then also be shared with relevant stakeholder networks.
The EMEurope consortium will keep exchanging information including on the funded projects. To this end, the EMEurope website will be converted into an information point for stakeholders, supplemented with information about national/regional calls in EMEurope participating countries. Moreover, the EMEurope consortium will continue deploying social media to disseminate news, progress and achievements of the network.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The two main elements of EMEurope – the co-funded, transnational call for proposals and the policy cooperation are not separate activities, but rather complementary and jointly-developed components of the same challenge aiming at:
- Accelerating the time to market for solutions for integrating electric mobility in Europe’s (sub-)urban mobility systems
- Establishing and activating a stakeholder network for exchanging know-how and experiences on electric mobility solutions for European urban areas
- Linking policy, science and industry towards joint support of electric mobility in European urban areas
- Supporting industry, the service sector, policy makers, authorities and users in their efforts to provide innovative solutions for electric mobility in European urban areas
- Contributing to the achievement of the European White Paper objective to promote zero emission mobility in European cities.
Following this strategic two-track approach, EMEurope links research, innovation and policy making through a new and effective level of cooperation on a European scale.
